And, This Would Be a BAD Thing?

No.

This is how the system was supposed to work. Those who come here and illegally benefit from Welfare Benefits are, in fact, ripping off the system.

They should not be able to live here for years, taking money from the taxpayers to do so, then get a Green Card.
