They need ACTION by their governments, that reduces the chances of this happening again.
The killers were known to the authorities.
They were already on the 'watchlist' (although nobody seems to have actually been watching them).
So, why did those 22 people - including CHILDREN - die?
Because they didn't take ACTION.
